1. childhood, youth

Born in 1960 in Yeonhui-dong, Seodaemun-gu, Seoul. His father is Yoongi-joong, a professor emeritus at Yonsei University, a founding member of the Department of Applied Statistics at Yonsei University, and his mother is the daughter of Choi Jong-gu (崔鍾九) of the Gangneung Choi family.

After graduating from Chungam High School in 1979, he originally planned to become a psychologist who studies social phenomena by entering the Department of Psychology at Seoul National University, but after receiving the advice of his father that becoming a lawyer would be the easiest and safest way to achieve justice, he entered Seoul National University Law School.

He likes drinking and meeting people, and the study time is shorter than other high school students. To reduce his wasting time, he went to graduate school and received a master's degree in law, and passed the 33rd bar exam in 1991 after 9 counts. Considering that Yoon Seok-yeol was exempt from military service and that it was very easy and quick for college graduates to enter society at that time, by today's standards, he took his first steps in society in his mid-to-late 30s. He is a graduate of the 23rd Judicial Research and Training Institute, and his motives include former lawmaker Kwang-deok Joo, Minister of Justice Park Beom-gye, lawyer Kang Yong-seok, former minister Yoon-seon Cho, and lawyer Jeong-ryeol Lee.

2. The days of a public prosecutor

After graduating from the Judicial Research and Training Institute in 1994, he started working as a prosecutor at the Daegu District Prosecutors' Office. After that, he worked at the Gangneung Branch of the Chuncheon Prosecutor's Office in 1996 and the Seongnam Branch of the Suwon District Prosecutor's Office from 1997 to 1998. In 1999, the Kim Dae-jung government summoned the police chief Park Hee-won, who was considered a powerful police force, and investigated the charges of bribery. He made a confession just one day after being summoned. It is said that he had thoroughly collected evidence and conducted interrogation, and Public Security Officer Park Hee-won gave up all warrant substantive examination. And he was sentenced to two years and six months in prison at the first trial. He resigned in 2002 and served as a lawyer for a law firm Pacific for one year, but he did not meet his aptitude and eventually returned to the prosecution in the form of a career hire. In 2003, he arrested Ahn Hee-jeong and Kang Geum-won, two close associates of the participating government. In 2006, he served as a prosecutor researcher in the Central Investigation Department of the Supreme Prosecutors' Office, handling Hyundai Motor's slush fund case. At the time, he requested an interview with Prosecutor General Jeong Sang-myung, and as a result of the investigation, he resigned at the same time, saying that Chairman Chung Mong-koo should be arrested. After much deliberation, Prosecutor General Chung decided to arrest Chairman Chung Mong-koo.

3. During the Lee Myung-bak Administration

In 2008, he participated in the BBK special prosecutor as a dispatched prosecutor. At that time, Yoon Seok-yeol, who invested 5 billion won in BBK investment advisory, said, "The main reason for Simmtech's investment of 5 billion won was from Kim Kyung-joon, who was introduced through Citibank's manager, in relation to Simmtech, which took civil and criminal proceedings against Lee Myung-bak and Kim Kyung-joon. It was a presentation, and I asked Lee, 'How is it?', and Lee said, 'It's okay'." I have spoken to the media for this purpose. However, according to the 'letter sent by Jeon Young-ho, Chairman of Sale Credit Information to Kim Baek-joon,' published on December 13, 2007, two months before the media explanation of Yoon Seok-yeol, by Choi Jae-cheon, then a member of the United Democratic Party, Jeon Young-ho told Kim Baek-joon, "I believe in Lee Myung-bak and invest in BBK. It is known that he had protested to the effect that he had invested 5 billion won in consulting. After the completion of the BBK special prosecutor's office, he became the head of the Nonsan Branch of the Daejeon District Prosecutors' Office.

He was appointed as the head of special investigations at the Daegu District Prosecutors' Office in 2009. After that, he returned to the Supreme Prosecutor's Office and served as the 2nd Crime Information Officer, and held various key positions including serving as the 2nd Chief of the Supreme Prosecutors' Office in 2010 and the 1st Division of the Supreme Prosecutors' Office in 2011. In June 2012, while serving as the 1st Chief of the Supreme Prosecutor's Office, it was reported that Yoon Seok-yeol was under internal inspection due to allegations that he 'applied pressure on events related to his mother-in-law'. After that, the prosecution was dismissed of the charges, and in July 2012, he was promoted to the position of Chief Prosecutor in the First Division of Special Investigation at the Seoul Central District Prosecutors' Office. He married his wife in 2012.

4. During the Park Geun-hye Administration

On April 18, 2013, he became the head of the Yeoju branch of the Suwon District Prosecutors' Office, and at the same time was appointed as the head of the special investigation team for the public opinion manipulation case of the National Intelligence Service. In the course of his investigation, he actively conducted investigations to a level that shook the legitimacy of the Park Geun-hye regime, such as raiding and confiscating the National Intelligence Service. In the process, Prosecutor General Chae Dong-wook, who was his superior, flew off the Chosun Ilbo scandal article as an excuse, and Yoon Seok-yeol himself was excluded from the investigation team because he did not report to the upper management the fact that the NIS employees requested a search and seizure warrant. Then, Yoon Seok-yeol claimed that the then Minister of Justice Hwang Kyo-ahn was exercising his undue authority to lead the investigation. Afterwards, Won Se-hoon, the former head of the National Intelligence Service, was sentenced to four years in prison for violating the Public Official Election Act and violating the National Intelligence Service Act, and his qualifications were suspended for four years. He was sentenced to four years and three years of suspension.

On October 21, 2013, a month after this first trial judgment, Yoon Seok-yeol appeared as a witness to the state audit related to the aforementioned case of manipulation of public opinion by the National Intelligence Service, saying, "He claims that there was severe external pressure during the investigation, and he Do you have anything to give me?' When Rep. Jeong Gap-yun, a member of the Saenuri Party, asked, “Do you love the organization or are you loyal to people?

5. Park Geun-Hye-Choi Soon-Sil Gate

On December 1, 2016, Special Prosecutor Park Young-soo, who was in charge of the special investigation related to the Park Geun-hye-Choi Soon-sil gate, was appointed as the head of the investigation team of the special prosecutor's team. He said that he himself was the first to hurt this regime, so he said that it is not good to hurt him again, but Special Prosecutor Park Young-soo himself came forward and encouraged him to join the group. As mentioned above, although he has a career at the level of a special prosecutor, he joined the special prosecutor's team as a dispatched prosecutor because the Special Prosecutor's Act stipulates that 'a person who has served as a public servant within one year cannot serve as an assistant prosecutor'.

Prosecutor Yoon Seok-yeol's joining of the special prosecutor's team was a signal that turned the pessimistic opinion that the special prosecutor's team led by Park Young-soo would be no different from the numerous past special prosecutor's teams that had only received attention and had no results, due to reasons such as close relations with Park Ji-won and Hwang Kyo-an. , the Internet and progressives have come to expect that this time it will be different because Prosecutor Yoon Seok-yeol has arrived.

Special Prosecutor Park Young-soo divided his investigation team into four, and he is the team leader of four of them. The investigation area of the 4th team is the investigation of large corporations related to bribery. The success or failure of Special Prosecutor Park Young-soo and the results of the Park Geun-hye-Choi Soon-sil gate are at stake by his hands. The outcome of the special prosecutor's office is expected to differ depending on the outcome of the investigation into the process of the National Pension Service's decision in favor of the Samsung C&T-Cheil Industries merger. Former Minister of Health and Welfare Moon Hyung-pyo has already been arrested.

In response, Samsung Group appointed lawyer Kang-bae Moon (16th class of bar exam). Seok-Yeol Yoon and Kang-Bae Moon are known as college classmates and have a close personal relationship. It can be seen as an intention to avoid investigation as much as possible by using a personal relationship as a shield.

6. Samsung Vice Chairman Lee Jae-yong arrested

On January 16, 2017, an arrest warrant was requested against Samsung Electronics Vice Chairman Lee Jae-yong. Vice Chairman Lee was charged with bribery. After a month of reinforcing investigation, he reclaimed on February 15, and eventually succeeded in arresting Vice Chairman Lee Jae-yong. Even after the special prosecutor Choi Soon-sil's investigation period is over, he remains a dispatched prosecutor and is responsible for the trial. In the first trial, the Mir Foundation and K-Sports Foundation were not, but the gifted center and Jung Yu-ra's horseback riding support were successfully recognized by the court as a bribery.

7. Announcement of appointment of the chief of the Seoul Central District Prosecutors' Office

When the name of Prosecutor Yoon Seok-yeol was called as the head of the Seoul Central District Prosecutors' Office, the reaction of reporters bursting out is impressive. On May 19, 2017, President Moon Jae-in appointed Prosecutor Yoon Seok-yeol as the successor of Seoul Central Prosecutor's Office, Lee Young-ryeol, a key figure in the money bag dinner case. As a result, Seok-Yeol Yoon was promoted to the head of the Seoul Central District Prosecutors' Office, the core of the prosecution, overnight. As the reason for appointing Yoon Seok-yeol as the chief of the Seoul Central District Prosecutors' Office, the Blue House evaluated that Yoon Seok-yeol was the person who would smoothly carry out the additional investigation and prosecution of Choi Soon-sil Gate, the biggest pending issue of the prosecution.

Here, the chief of the Seoul Central Prosecutor's Office from 2005 to the former Chief of the Prosecutor's Office Lee Young-ryeol was at the senior prosecutor's level, but the Moon Jae-in administration returned it to the rank of chief of the prosecutor's office because he was noticing the person with authority to appoint him. The position of the chief prosecutor of the Seoul Central District Prosecutors' Office was a secondary position in the high school prosecutor's office. Since the chief of the Seoul Central District Prosecutor's Office itself is rising as the most likely candidate for the next prosecutor-general along with other high-level prosecutors, such as the deputy chief prosecutor, there is a high possibility that he will seek the position of prosecutor-general and conduct an investigation that suits the taste of the person in charge of appointment. He was actually the place to send down the most reliable person in the regime, so this government corrected and returned it.

In the past, even when he was the chief of the district prosecutor's office before 2005, the chief of the Seoul Central District Prosecutors' Office was never the position where he was appointed as the new chief of the prosecutor's office. Now, even after the Supreme Prosecutor's Office was disbanded, the special department of the Seoul Central District Prosecutors' Office took charge of power-type corruption and other important cases. Therefore, entering the Seoul Central District Prosecutor's Office at the same time as being promoted to the prosecutor's office is an exceptional person. No matter how much the rank is lowered, it is a position that is in the top five of the power rankings within the prosecution. Right now, among the front-line prosecutors' offices across the country, there is no one larger than the Seoul Central District Prosecutors' Office. There is also the view that the rank of the Seoul Central Prosecutor's Office was lowered in order to hire Yoon Seok-yeol, who was the deputy chief prosecutor. Although Seok-Yeol Yoon is older, his rank is very low compared to his age. As of May 2017, with the exception of Prosecutor Yoon Seok-yeol, the youngest prosecuting officer is 22, one rank higher than him. That's why it's awkward for Yoon Seok-yeol to be promoted to the rank of high swordsman at once. Of course, the Seoul Central Prosecutor's Office, who handles the most politically and economically sensitive cases, was included in the candidate group for the prosecutor general, so it seems that it was considered inappropriate for the chief prosecutor to keep an eye on the government in handling cases.

The chief of the Seoul Central District Prosecutors' Office is itself a key position. The Seoul Central District Prosecutors' Office is the one that investigates the most large-scale cases, such as special and public security cases in Korea, within the prosecution service. And after the abolition of the Supreme Prosecutor's Office, its status has been strengthened, and within the prosecution organization, it is called the Big 2 along with the Director of the Prosecutor's Office of the Ministry of Justice, who oversees the personnel and budget of the prosecution. (In the past, the chief of the Prosecutor's Office of the Ministry of Justice, the chief of the public security department of the Supreme Prosecutor's Office, the chief of the heavy investigation department of the Supreme Prosecutor's Office, and the chief of the Seoul Central District Prosecutors' Office were key positions called the Big 4). For this reason, there is a high possibility of being promoted to the Prosecutor General in the future. Of course, it is unreasonable to take office immediately in 2017 as he was downgraded from the senior prosecutor to the chief of the district prosecutor's office. However, since it is such an important position, it is clear that it will be a brilliant career and will be of great help in future promotions. This is, of course, on the premise that a conservative government does not come to power. Since the two presidents directly investigated the related cases, the conservative government does not look good.

9. Former President Lee Myung-bak arrested

Meanwhile, Prosecutor Yoon Seok-yeol suggested at a meeting that the investigation into the National Intelligence Service would be carried out extensively for a long time, including suspicions of the so-called 'civilian commenting unit' and the 'MB blacklist' (a list of people in the cultural and entertainment industry that is critical of the government). Right now, the list of investigations that have been uploaded to the National Intelligence Service's Corruption Clearing Task Force alone is as many as 15. This means that the list of incidents, that is, the civilian commenting unit and the blacklist investigation, is only the beginning. In addition, in the frame of political retaliation led by the conservative party, Park Sang-gi, the current Minister of Justice, has stated that it is not political retaliation. Unlike the Yonhap News interview, that is, unlike the past, there is no higher level to hinder the investigation, so it can reach the final goal of the investigation. In addition, the number of investigations continues to increase as an unprecedented case involving the National Intelligence Service, which is the case of reimbursement of special activity expenses by the National Intelligence Service to the Blue House, has occurred.

Since then, in the 2017 state audit, it has become a hot topic by honestly apologizing that the investigation into the death of Nam-ki Baek was a procrastination. And when Democratic Party lawmaker Lee Chun-seok asked, "So who is Das?", he showed a slight smile. First of all, he expressed a principled position that it is difficult to say who it is because it is a matter to be reviewed legally.

At the end of October, at the time of the NIS investigation into the comment case, as soon as testimonies came out that the NIS dispatched prosecutors had created fake documents or offices to obstruct the investigation and created guidelines for investigation preparation, they became furious and angered former and current prosecutors, including former Busan District Prosecutor's Office Jang Ho-jung. After being demoted, search and seizure, they requested an arrest warrant for them. He must have been even more outraged because the person who was in charge of the NIS's comment investigation in the early days of the Park Geun-hye administration was the Chief Prosecutor at the time. What is more, the prosecutors dispatched at the time had their own parents slapped on the back of their heads. Above all, the reason why prosecutors, who are legal experts, are dispatched to the NIS is to put a brake on the NIS's illegal actions, but they did the exact opposite. What is interesting is that this statement was made by an NIS official who had already been arrested in anger at the dismissal of the arrest of former Director Choo Myung-ho. In the end, both former and current prosecutors who interfered with the investigation at this time were arrested.

In the midst of this, when Deputy Prosecutor Byun Chang-hoon committed suicide before the warrant substantive examination, some opposition lawmakers argued that 'Yun Seok-yeol is conducting an excessive investigation.' According to the writings left by Attorney Choi Seong-sik in the document of Byun Chang-hoon, it was not a personal corruption of some prosecutors, but a very heinous crime in which evidence and recordings were deliberately forged to block the investigation of fellow prosecutors. looked coldly at Attorney Lee Jae-hwa from the nationwide district of Jeong Bong-ju also vehemently criticized, saying, "The gangsters have never done anything like this." Of course, Prosecutor Yoon Seok-yeol lightly overruled this reaction and continued the investigation, eventually arresting former Defense Minister Kim Kwan-jin as well.

As of 2018, while conducting an investigation into the NIS fraud case and cyber company comments, Kim Jin-mo, a close aide of the Lee Myung-bak government, and former secretaries Kim Baek-jun were arrested, and finally, the blade of the investigation was brought to the chin of former President Lee Myung-bak. The House of Representatives and the underground warehouse of the Yeongpo Building were seized and searched.

Then, on January 26, the status of former President Lee Myung-bak was converted to a suspect, and on March 14, former President Lee Myung-bak was summoned to meet the suspect as a prosecutor. The chances of the two actually meeting are low. Prosecutor Yoon will directly lead the summons investigation through a real-time video broadcast. After the subpoena and investigation, a request for an arrest warrant for Lee Myung-bak was suggested to Prosecutor General Moon Moo-il, who accepted the request. On March 22, in the arrest review conducted only by document review, it eventually led to the issuance of an arrest warrant by the judiciary. On June 19, the Ministry of Justice made a new appointment and transfer of high-ranking officials, but the only Prosecutor General Yoon Seok-yeol was retained.

10. Judicial Nongdan Investigation

In August 2018, the prosecution began an investigation into the unprecedented judicial nonsense in the history of the prosecution. As it is an unprecedented situation in which the judiciary, one of the three major powers of the Republic of Korea, has committed a crime, despite the court's insane acts of interfering with the investigation, the ongoing investigation has strongly driven the former Chief Justice and the Supreme Court who were involved in the case. The problem was that the court continued to dismiss search warrants for groups and persons involved in the case to protect the organization, as shown in the documents alleging judicial nonsense. Therefore, even within the judiciary, criticism of the court for not cooperating with the prosecution investigation is pouring in, and citizens' trust in the judiciary is already irreversible.

On September 8, when the Supreme Court showed uncooperative attitude to the Supreme Court's confidentiality leak case, it was confirmed that it had issued guidelines saying "I do not understand the Supreme Court's response" and "Investigate thoroughly according to the law." This is a huge statement that the Supreme Court even considers arresting current offenders (!) if they attempt to destroy evidence. If the highest-ranking prosecutors say something like this, you can see how serious the situation was.

In February 2019, after prosecuting 14 judges, including former Chief Justice Yang Seung-tae and former Chief Justice Park Byeong-dae, the Supreme Court notified the Supreme Court of the abuse of 66 incumbent judges, effectively ending the investigation of judicial nonsense.

11. Investigation by Lee Jae-soo, former commander of the armed forces

There was a case in which Lee Jae-soo, the former commander of the Defense Security Agency, committed suicide. Korea Party lawmakers launched an all-out offensive in the face of Lee Jae-soo's suicide. In 2018, former security service commander Lee Jae-soo said from the prosecution, "Ahead of the June 4, 2014 local elections, the so-called 'Sewol Jeongguk' developed against the Park Geun-hye government. ordered to inspect student trends." On December 7, former commander Lee committed suicide. In his will, he said, 'I will carry everything. It is known that he worked without any shame to the bereaved family of the Sewol ferry.”

At this time, the responsibility theory of the Seoul Central Prosecutor's Office Chief Prosecutor Yoon Seok-yeol was raised. Kim Hak-yong, a member of the Liberty Korea Party, said on Facebook, "I would like to ask if it is a normal country to put handcuffs to shame a soldier who has sacrificed his life for the country for the rest of his life, even when the charges are not yet confirmed." "I wonder if the current government's justice and fairness is the justice and fairness of this kind of people's tribunal investigation, which sheds unconfirmed facts of blood on soldiers who are regarded as life and burials them socially." In a statement, Rep. Kim Jin-tae of the Liberty Korea Party also criticized the statement, saying, "A person from the third generation was brought in handcuffs." He also urged the resignation of the Seoul Central District Prosecutor's Office Chief Yoon Seok-yeol, saying, "It's not just one or two people who were killed by investigation Yoon Seok-yeol. Also, some had to take into account that the security guard's inspection of the Sewol ferry had no choice but to grasp the civilian trends as the military was heavily involved in the rescue of the ferry, and that the former commander's death was an attempt to protect his honor as a soldier in the face of the prosecution's drive-by investigation. There was criticism.

I didn't even get an arrest warrant... Why was Lee Jae-soo wearing 'handcuffs'? His handcuffed appearance later became controversial. In response, the general view of the legal community is that it is rare for a person who is known enough to be put on a photo line to be handcuffed and taken to court. A lawyer who used to be a chief prosecutor said, "I don't use handcuffs very often except for atrocious criminals who are in danger of escaping or taking dangerous actions." He said, "In the case of former commander Lee, I think the prosecution put handcuffs for psychological pressure in order to issue an arrest warrant during the warrant review." A former prosecutor's investigator also said, "There will be no problems with the legal process, but it is unusual to handcuff a suspect without arrest." .

12. Burning Sun Gate and the Jung Joon-young incident

As the Supreme Prosecutors' Office allocated Burning Sun Gate to the Seoul Central District Prosecutors' Office in March 2019, the possibility of conducting investigations on the Jung Joon-young incident and Burning Sun Gate simultaneously increased. The Seoul Central District Prosecutors' Office literally explodes as it is amplified into a huge case that goes beyond simple illegal acts in the entertainment industry and can involve high-ranking police officers and politicians/financials related to corruption within the police. First of all, it was a situation where it was decided to lead the police investigation instead of the direct investigation by the prosecution.

13. Prosecutor General

13-1. Appointment of Prosecutor General

On June 17, 2019, President Moon Jae-in nominated Yoon Seok-yeol as a candidate for Prosecutor General after receiving a proposal for appointment by Minister of Justice Park Sang-gi. In response, the ruling Democratic Party of Korea welcomed it, saying, "We hope that the prosecution will restore public trust by completing corruption and prosecution reform with political neutrality and fairness as a guarantee." He is not a person who can be easily swayed by the government because he becomes a member of the government. On the other hand, the Liberty Korea Party criticized, "(inside the prosecution) declare that if you are dissatisfied with this government, take off your clothes," and the Bareunmirae Party criticized it, saying, "I am concerned that the prosecution will become a 'code prosecution' that is shaken even more by the Blue House." . On the other hand, attention is being paid to whether the Liberty Korea Party, which has continued to struggle outside the market, will be able to return to the National Assembly due to Yoon Seok-yeol's personnel hearing. What is interesting is that all of the members of the Judiciary Committee who will participate in Yoon Seok-yeol's hearing on the side of the Liberty Korea Party were accused of the National Assembly Advancement Act at the time of the fast track.

On the other hand, in the case of incumbent prosecutors in the 19th and 23rd grades with a higher rank or the same rank as Yoon Seok-yeol, who is in the 23rd, attention is being paid to whether or not they will resign according to the prosecution's personnel practice of taking off their clothes when their classmates or juniors become presidents. Currently, there are about 30 people in the 19th and 23rd groups, and it is predicted that 20, if not all, will resign. The Blue House said it would not comment on the customs issues within the prosecution. If all of the 19th and 22nd units resign as is the custom, the 21st and 22nd units will be the unlucky riders who have not produced a single high-prosecutor. If it becomes a reality, there is also an opinion that it is expected that the central point of opposition to the adjustment of the investigation authority within the prosecution will be greatly weakened as a large number of senior officials will step down. In fact, if nominee Yoon Seok-yeol, who is five ranks lower than his predecessor, Prosecutor General Moon Moo-il, becomes the president, close to half of the incumbent prosecutors will take off their clothes if a higher-ranking officer takes off their clothes. Culture is inevitably changing.

13-2.

At 10:30 a.m. on July 25, 2019, when the full-fledged term of office began after the inauguration of the Prosecutor General, the Prosecutor General was awarded the appointment letter at the Blue House. At the appointment ceremony, President Moon Jae-in emphasized prosecutorial reforms, such as escaping from the political prosecution, but directly ordered Prosecutor General Yoon Seok-yeol to strictly investigate if there is a power-type corruption in the living power, regardless of the Blue House, the administration, or the ruling party. However, when Prosecutor General Yoon Seok-yeol started an investigation targeting the Blue House through the core of the regime, including the home country, the conflict with the Moon Jae-in government deepened and, on the contrary, was pressured by the government.

From the first day in office, there was an article that the prosecution began a full-scale investigation into Burning Sun Gate, which had been criticized by the public for the police's sluggish investigation through the media. On July 31, the first appointment of senior prosecutors since the inauguration of President Yoon Seok-yeol was completed, and it became a topic of discussion that prosecutors in the public security and planning departments, which had previously held key positions in the Supreme Prosecutor's Office and the Seoul Central District Prosecutors' Office, were largely absent, and a large number of special officers were deployed forward. The power of public security prosecutors, who had close relations with the established political circles in the past due to anti-communist incidents, election intervention, and labor case handling, etc., was weakened by the arrival of the Moon Jae-in administration. There is an opinion that reflects this strengthening.

After the candlelight vigil on prosecutorial reform at the end of September, Yoon Seok-yeol expressed his intention to carry out internal reforms, saying that he would uphold the will of the people and the decision of the National Assembly for prosecutorial reform. It is a situation in which he ordered reforms on the method of exercising prosecutorial power, investigation practices, and organizational culture.

13-3. Investigation into the Fatherland

On August 9, 2019, after Cho Kuk was nominated as a candidate for justice minister, allegations of his daughter's entrance exam preference, the family's private equity fund controversy, and private school irregularities arose one after another, and he was accused by the prosecution. It was said that they erased the evidence to substantiate the charges, and some charges are imminent in the statute of limitations, but they are still in the process of investigating the accusers without investigating a single case. As soon as the accused case is reported, it is distributed within 1 to 2 days and the investigation begins.

In the legal circles, there was an opinion that Prosecutor General Yoon Seok-yeol is unlikely to drive the investigation. This is because there is no precedent for the prosecution to investigate the Minister of Justice, his direct superior, and candidate Cho is President Moon Jae-in's cherished henchman. Politicians are talking about a special prosecutor or a state investigation as an alternative.

However, on August 27, the prosecution launched an all-round search and seizure of the candidate of the motherland and started a blitzkrieg investigation into the living power. The case is drawing attention as it is the first investigation into living power since the inauguration of President Yoon Seok-yeol.

On September 6, 2019, around 10:50 pm, the prosecution charged with forgery of private documents against the wife of Cho Kuk, Professor Kyung-shim Jeong, taking issue with the citation of Dongyang University for his daughter's daughter. It seems that Professor Jeong's statute of limitations for forgery of private documents is imminent, so it seems that such a precipitation has been put in place. It is quite unusual to prosecute without going through the summons of the suspect, but when the statute of limitations is imminent, the investigation of the suspect is difficult when the evidence or charges are clear and the investigation of the suspect is difficult You can sue without it.

On September 9, the prosecution applied for an arrest warrant for the first time against Lee Sang-hoon, CEO of Corlink PE, and Choi, CEO of Wells C&T, a streetlight flasher manufacturer, in connection with the suspicion of private equity funds by the homeland family. has dismissed the arrest warrant. It was dismissed on the grounds that it generally acknowledged the facts, that related evidence was collected, and that it was an accessory rather than the main culprit. Usually, when an arrest warrant is dismissed, the expression 'there is room for contention' is included on the charge, but there is also an analysis that the court acknowledged the possibility of their guilt to some extent because this expression was not included this time. In addition, there is speculation that the main culprits may be the motherland's fifth-degree nephew or the motherland's wife Jeong Kyung-shim, as CEO Lee and CEO Choi judged not to be the main culprits of the allegations.

Then, on September 14, the prosecution arrested the fifth-degree nephew of the motherland at Incheon International Airport in relation to Corink PE. At the dawn of the 16th, the prosecution applied for an arrest warrant for the country's fifth-degree nephew on charges of fraudulent transaction and false disclosure under the Capital Market Act, embezzlement, breach of trust, and evidence destruction under the Act on Aggravated Punishment for Specific Economic Crimes. “A significant part of the crime has been clarified, and it is recognized that there is a risk of escaping or destroying evidence in light of the overall progress of the investigation, such as the status and role of the suspect in the series of processes before and after the crime, and the statement of the person involved,” he said. issued.

On September 23, the prosecution took advantage of President Moon's overseas trip to investigate the allegations of Professor Jeong Kyung-shim and the citation. The supporters of the motherland claim that it was aimed at the motherland. Prosecutors explained that it was because of the request of Minister Cho's family to wait for the lawyer's participation and the lawyer's objection to the scope of the object to be seized. In addition, it was revealed that the prosecutor in charge spoke directly to the motherland during the search and seizure, and Moon Jae-in and a high-ranking member of the ruling party sent a warning to the prosecution.

On October 3, the prosecution privately summoned Professor Kyung-Shim Jeong, but the investigation was stopped after eight hours due to her health problems, and Professor Jeong returned home without even signing the report. Prosecutors were asked to re-appear at a later date. She re-appeared on the 5th, two days later, and Jung Kyung Shim was only investigated for about 2 hours and 40 minutes. As a result, controversy arose over the investigation of the emperor, and the ruling party, on the other hand, accused the prosecution of a coercive investigation.

On October 9, the arrest warrant was dismissed due to health issues with Kyung-Sim Jeong and her brother-in-law. Cho Kuk's brother received a non-appearance review, but over the past three years, he was 100% arrested, and the hospital was diagnosed as not needing surgery, but the court unilaterally accepted the claim that he had back pain. The arrest warrant was dismissed despite the fact that it did not have a significant impact and there is a possibility of escaping and destroying evidence, which is surprising to the prosecution and legal circles. Myung Jae-kwon, who dismissed the arrest warrant, arrested Yang Seung-tae, former Chief Justice of the Supreme Court, and dismissed the warrants of those involved in accounting fraud at Samsung Biologics and Corlink, the management company of the Fatherland Fund.

On October 21, the prosecution requested an arrest warrant for Jeong Kyung-shim for the above-mentioned crimes, and on October 24, an arrest warrant was issued by the court. Judge Song Kyung-ho of the Seoul Central District Court, who was in charge of reviewing the arrest warrant for Jung Kyung-shim, said, "The criminal charges have been largely clarified. explained. After issuing a warrant for her arrest, Kyung-Sim Jeong was imprisoned in a Seoul detention center.

On October 29, prosecutors reclaimed an arrest warrant through complementary investigations against her motherland brother, whose arrest warrant had been previously dismissed, and the warrant was issued on the night of the 31st. Seoul Central District Court's chief judge in charge of warrants, Shin Shin-yeol, who was in charge of reviewing the warrant, said, "By combining the progress of the investigation before and after the previous arrest warrant request, additional criminal charges and information related to the reason for arrest, we can acknowledge the necessity and reasonableness of arresting the suspect. ” He explained the reason for the issuance of the arrest warrant.

13-4. Conflict with the Moon Jae-in Government

When the prosecution began an investigation targeting the core of the Moon Jae-in regime, including the suspicion of refusing to inspect Yoo Jae-soo by the Blue House and the investigation into the mayor of Ulsan by the Blue House, beyond the homeland, the Moon Jae-in administration, dissatisfied with its investigation, began an investigation. Conflict between Prosecutor Yoon Seok-yeol and Moon Jae-in began by demoting Yoon Seok-yeol's division indiscriminately and blatantly starting to attack Yun Seok-yeol.

On the other hand, critics of Prosecutor General Yoon Seok-yeol said that it is clear that the reform of the prosecution and the establishment of a public prosecutor's office, which are key national tasks of the Moon Jae-in administration, will weaken the power of the prosecution. It is believed that the investigation was conducted targeting the key members of the Moon Jae-in government to stop it. This is in love with the organization that Prosecutor General Yoon Seok-yeol spoke at the state audit. Combined with disloyalty to people, I am accusing the prosecutor general of being loyal to the prosecution organization, not to the people. In the end, Minister of Justice Cho Kuk resigned after controversy, and he is also in conflict with his successor, Minister of Justice Chu Mi-ae.

On August 3, 2020, Prosecutor General Yoon Seok-yeol made an official statement almost a month after Justice Minister Choo Mi-ae's exercise of command was excluded from the investigation into the suspicion of 'sword and tongue collusion'. At the declaration ceremony for the new prosecutor held at the Supreme Prosecutor's Office, he said, "Liberal democracy, the core value of our constitution, refers to real democracy that rejects dictatorship and totalitarianism that pretends to be democracy." "Liberal democracy is realized through the rule of law." There were statements such as

On October 22, 2020, he appeared at the Supreme Prosecutor's Office state audit and had an argument with the passport. Since the clash between Yoon Seok-yeol and the passport is being broadcast live on terrestrial TV, all kinds of media reported the remarks in real time, drawing attention.

Usually, state audits are conducted for incumbent government officials who are bound to be pro-government pro-government officials, so the ruling party lawmakers protect the prisoners and the opposition lawmakers fire onslaughts. An unusual scene was created in which an onslaught was poured on President In Yoon, and opposition lawmakers surrounded him. From the time he investigated the previous government to the time he was appointed, all the lawmakers of the ruling party, who regarded Yoon as a hero, severely criticized and criticized him, while the opposition party, who was opposed to his appointment at the time, wrapped up and protected Yoon as much as possible. This happened.

President Yoon showed an unusual appearance as President Yoon, who did not yield to the general offensive and criticism of the ruling party lawmakers, fiercely refuted and refused to acknowledge his controversy. This is quite unusual considering that, in general, the National Assembly members drive the prisoners in the form of super-gap, and the audit subjects are consistent in their defensive appearance.

When Rep. Jang Je-won asked about his future plans, he made it clear that he had no intention of resigning by replying that he was a person appointed by the president and that he thought it was not polite to the president and the people to step down without fulfilling his term. In addition, right after the general election, President Moon delivered a message to him, and left a remark to the effect that 'the president would also like an investigation without a sanctuary'.

13-5. After the Ministry of Justice was dismissed from his duties and suspended, he

filed a lawsuit with the court, and as the court cited it, he immediately returned to the position of Prosecutor General. However, even though it has been delayed, it can be quite burdensome for the disciplinary procedure to remain. On December 16, at dawn, he was suspended for two months, and the possibility of his resignation increased. For Yoon Seok-yeol, this is the second suspension after a one-month suspension by the Ministry of Justice disciplinary committee in 2013 when Hwang Kyo-ahn was Minister of Justice, and it is the first time in constitutional history that the Prosecutor General has been subjected to a disciplinary measure to the extent of suspension through the procedure of a non-disclosure committee.

On December 24, around 10 pm, the suspension of execution was cited, which prompted him to return to his duties. Of course, this is also the first time in history, and the court will admit that the disciplinary action of the Ministry of Justice was illegal, although the results of the main lawsuit would have to come out. It was a measure to check Yoon Seok-yeol, but after the disciplinary action was decided at the level of a two-month suspension, the court judged this to be inappropriate, ironically making it impossible to issue a stronger discipline.

In the end, after the verdict, the president announced an apology to the people as the person in charge of personnel affairs, winning the conflict with the Ministry of Justice. Hard-liners within the ruling party are insisting on impeachment as a last resort, but there are unusually oppositional voices within the party for fear of a headwind. He was acquitted of allegations of so-called 'judge inspection', which led to the suspension of his duties.

13-6.

In an interview with the Kookmin Ilbo on March 1, 2021, after the ruling party criticized the bill to establish the Serious Crime Investigation Agency, about the bill to establish the Serious Crime Investigation Agency, “‘Complete deprivation of the prosecution’s investigative authority’ provides extraterritorial rights to powerful forces in the political, economic and social fields. “This is a regression of democracy and a destruction of the spirit of the constitution,” he strongly criticized. President Yoon defined the so-called 'check-and-run' legislation, which the passport is pushing for with the establishment of the Serious Crime Investigation Agency, as 'extermination of the rule of law' that causes corruption in power and damage to people's livelihoods. President Yoon said, “It is not simply a prosecution organization, but a law that destroys the 70-year criminal justice system.

In an interview, Yoon Seok-yeol said, "The current legislation is the dissolution of the prosecution," and said, "It is to abolish the rule of law under the guise of democracy, and to destroy the spirit of the Constitution." This is the first time that President Yoon has officially expressed his concerns and opposition to the 'examination of inspection'. It is the first time in his career as a prosecutor that he has accepted an in-depth interview. "He couldn't stay still as a public official," Yoon said.

13-7. Prosecutor General's

Resignation On March 4, 2021, on the morning of March 4, 2021, Yoon returned to the Supreme Prosecutors' Office and expressed his intention to resign in front of the gathered reporters. He said it was difficult to watch society's common sense and justice crumble, and that his role in the prosecution was over. However, in the future, he revealed that he would do his best to protect liberal democracy and the people, revealing the possibility of certain activities in the future. He passed by without answering a reporter's question if he meant entering politics.

When he expressed his resignation, President Moon Jae-in quickly accepted the resignation within an hour and 15 minutes, and Prime Minister Chung Sye-kyun immediately expressed his regret. In addition, major figures from the Democratic Party and Rep. Choi Kang-wook of the Open Democratic Party, including representatives of the pan-passport government, criticized Yoon Seok-yeol's resignation as impure, saying that his resignation was a stepping stone for politics.

Meanwhile, the opposition parties, including the People's Power and the People's Party, generally welcome the resignation of President Yoon. Ahn Cheol-soo, a candidate for Seoul mayor of the People's Party, released a statement supporting Yun Seok-yeol on Facebook, and Jeong Jin-seok, a member of the People's Strength of the People, also expressed his support for Yoon Seok-yeol. Meanwhile, independent lawmaker Hong Joon-pyo regretted his resignation, saying that he should have kept his office and investigated the corruption of the Moon Jae-in government rather than resigning as prosecutor-general. Former lawmaker Yoo Seung-min expressed similar concerns, but supported Yoon Seok-yeol, saying that we should keep the Constitution and build a democratic republic together. Former Prime Minister Hwang Kyo-ahn, who was at odds during the Park Geun-hye administration, supported Yoon Seok-yeol by saying that he would add even a small force.

13-8. action after resignation

As it became known that he met a political mogul who was close to Ahn Cheol-soo before his resignation, the prevailing prediction is that he will enter the political world. However, opinions differ so sharply that the percentage of those who think it is appropriate and those who say it is inappropriate is almost half in opinion polls. After the source of the poll, Rep. Jo Su-jin of People's Power mentioned that Yoon Seok-yeol was in contact with Jeong Dong-young and Kim Han-gil. Even before his resignation, he has not expressed any direct position regarding his entry into politics, but the more he is attacked by the ruling party, the more his support rate rises (...). It was like a tank that bleeds when hit.

14. Introduction to Politics

14-1. Announcement of candidacy for the 20th presidential election

On June 29, 2021, at 1 pm, the 20th presidential election was officially declared at the Memorial Hall of Doctor Maheon Yoon Bong-gil. On that day, President Yoon kept a firm face throughout the interview and spoke in a confident tone, and about the Moon Jae-in administration and the Democratic Party of Korea, "Is the country okay with this?" , "a regime that arrogantly tramples on the law and common sense" and "formed a huge seat and interest cartel" on several occasions in a very strong tone. During the Q&A session, he said he would take one or two more questions, even though he had passed the scheduled time. Through his declaration of candidacy, it was evaluated that he reversed some negative evaluations of 'frustrating' and 'playing message politics' and emphasized the image of a striker.

On July 6, after finishing a schedule in Daejeon and returning to Seoul, it was later revealed that he had a private meeting with Lee Jun-seok, leader of the People's Power Party. The two had a light meal with beer at a restaurant in Seocho-dong, and it is known that they decided to meet again later and broke up. It was also reported that former President Yoon met with Seoul Mayor Oh Se-hoon on July 1st, Jeju Governor Won Hee-ryong on July 2nd, and Ahn Cheol-soo, chairman of the People's Party on July 7th. As it became known that he had met with the opposition figures in this way, the argument that the opposition party was getting closer is gaining weight.

In an interview with the Chosun Ilbo, CEO Lee Jun-seok said, "I did not discuss the timing of joining the party with former President Yoon." We talked about that,” he said.

14-2. After joining the

People's Power, he was scheduled to join the People's Power on August 2nd, but suddenly, on July 30th, he visited the People's Power and joined the People's Power. Unlike at the entrance ceremony for former Auditor General Choi Jae-hyung, there is a lot of talk about the sudden visit of CEO Lee Jun-seok while he was going down to a local schedule. In place of CEO Jun-seok Lee, the welcoming ceremony was held by Kwon Young-se, Chairman of External Relations. Since his entry into office, he has been active in various activities so far for the presidential election.
